We might see a version of the bill pass both houses of Congress but I think it's pretty safe to say that HELL WOULD FREEZE OVER before President Bush (Or any other President for that matter) puts his/her signature on it. Dare I say it but I think this will be something that the Supreme Court will be stuck making into law IMO.
