The problem is that we have 3 "levels" of content:
1) the tip itself (which includes all the fixes and enhancements)
2) other comments ("great tip", "what if I want to do this?", etc.)
3) the meta discussion about the tip (what category should we place it
   in, should we merge it with another tip, what to do with this
   particular comment, etc.)

But we only have 2 pages: the tip page, and its talk page! So we have to
make choices.

In my opinion, it is clear that the tip should be in its page, and the
meta discussion in the corresponding talk page.

Concerning the comments (my "level 2" above), I dislike putting them in
the talk page, because it would mean opening 2 pages instead of one,
from a user perspective.

Should we keep these comments on the tip page, or remove them?
I am in favour of removing them when they have no added value (most of
the cases), because I consider them as noise. If comments are subject to
debate (http://vim.wikia.com/wiki/VimTip612 is a good example), we
should discuss them first, but I still think in the end they should be
merged in some way (and there should be traces in the talk page).

Other people than the original author can maintain the tip by merging
the bug fixes and enhancements. It's much easier than maintaining
scripts!

This tip is simply a way to work around the limitation that scripts
cannot have comments. And is not a good example, because it would
typically be one of the merged comments. In such a case, an email to the
script author or the best thing to do (BTW, it may have been done,
because I didn't see any screenshot corresponding to the description).
