For both the candidates for deletion and the TODO items, the person
making the edit expresses a clear opinion on what should happen next.
It is not done immediately because of a peers review in the first case,
or because of lack of time in the second case.

For these, I agree that keeping the comments in the page is a good thing
(even though it is not necessary for the candidates for deletion, now
that we centralize the discussions on the talk page of the category).

However, when the remark expresses uncertainty about what should be
done, it should go directly to the Talk page.
