I was about to explain how it does solve the problem, but I see that listing pages in a category doesn't work the way I had hoped. With the above category tree, is there a way of browsing Category:Cfamily such that it would actually list all the tips in and under Cfamily?? If there is, then browsing Cfamily would avoid the frustration of looking through the C tips and the C++ tips, and finding that 95% are the same. But now I suspect that you can't list the tips under Cfamily, so my solution doesn't help. A reader has to look through all the C tips, and through all the C++ tips, and grind their teeth when they see the same tip listed in both.
