[] inside \%[] doesn't work with new regex engine.
Steps to reproduce:
$ vim -u NONE
:echo match('a', '\%#=1\%[[a]]')
0
:echo match('a', '\%#=2\%[[a]]')
INTERNAL: Negative state char: -165
INTERNAL: Negative state char: -165
-1
