Unless I'm misunderstanding you, it works for me. Starting in each
case with the cursor on the first letter of your first line above,
2fn and fn; both move to the 'n' in 'noticed' and 2tn and tn; both
move to the space in front of 'noticed'.

As interesting as this discussion could be, it's about 37 years too
late. It doesn't matter whether this behavior would be easy to
learn, easy to implement or work better, it would be different from
the standard behavior. If you want something different, you'll have
to deal with a plugin. See
:help design-compatible
