That is just one of the many places where software development happens. And one of the many ways software development can be done. There is no "one right way". Just popular and less popular ways, and it changes over time. If someone would like to be credited, just ask. Several runtime files mention contributors. And you don't need to go to Github to find that, also people who find Vim pre-installed on their computer can see this. They also show up in search results. The mailing list archives contain lots of suggestions, complaints, discussions, etc. Many of these are not changes to the distributed files, but they do help Vim progress. I find great help in people providing a reproducible example, do we need to credit them explicitly, make a list? I think most people are just happy we responded and fixed their problem or added a feature. Also, some people don't want to be mentioned.
