Yes, but note that System 7 software before 7.5 generally used machine- specific enablers, meaning that a disk that booted one Mac successfully in System 7.1 would generally not boot another (there are a handful of exceptions). Best to go with 7.5 for your needs.
Free to download on Apple's website at http://www.info.apple.com/support/oldersoftwarelist.html#util , therefore, is a file called Network Access Disk 7.5.sea . It is really a disk image, for the processing of which you will need a copy of a program called Disk Copy, free also in the same (Utilities) area of this site. Disk Copy may, however, already be on your Performa; if so, it will automatically open up when you double click on the Network Access Disk disk image image. Otherwise, download and install. You will use the 'Make a Floppy' command in Disk Copy to make a floppy from the unstuffed but UNmounted disk image of the Network Access Disk. The whole process is automated once you begin. So you download what you need, decompress, make a floppy out of Newtork whatzit using Disk Copy on your Performa, and the resulting floppy will start up any Mac of the 1992-94 era, including the CCII. Try repairing the hard disk using the utilities on the floppy you have made. If this fails, open and close the system folder on the hard drive of your CII. If this fails, and you need a whole new system, you can download System 7.5.3 from the same site if you need system software. It is a bit bloated, but it will work on your CCII, as long as you have 8+ MB ram. If you put all disk images in a single folder on your Performa, and boot the CII from the Network Access Disk while networked with your Performa, you should be able to do the installation without making 17 floppies. I'd personally stick with 7.1-7.5 on a CCII, and not go as high as 7.5.3, but that is up to you. Others have different tastes. The Network Access Disk does what it says: not only will it start up your CCII in a very basic System 7.5, but it will also allow you to network with your Performa via localtalk cable should you need to install something from a CD, zip drive, etc. mounted on the Performa machine.
