The 9 volts is the only parameter that can't (shouldn't) be exceeded.
The 1000 ma isn't a limit, it's a "requirement"--the amount of current
at 9 volts that the modem will use.
You could safely use a 9 v, 2000 ampere power supply with no damage at
all.
