I always first suspect moving parts.
Disconnect power cord.
Turn the rear panel power switch button so that the slot is horizontal.
Can the button traverse at least 1/8 inch?
Remove the cover.
Remove the plastic actuator mechanism for the reset and programmer switches.
Do those switches have a click detent when you press them?
Install cover but do not install plastic actuator.
See if it works.
