Have you tried a different keyboard and keyboard cable?

A couple years back on the PowerMacs list (before it was divided
into 1st, PCI, G) there was a thread about 7100's that wouldn't stay
on & others that would repeatedly turn themselves back on...
The PM7100, IIcx & IIci all use the same power supply and
soft-power button on the keyboard.

Anyway, IIRC, one person found that a defective keyboard cable was
causing his unusual power problems. Another had replaced his keyboard
and the problem cleared up.

It seems unlikely. But, try a different mouse too. Since the IIcx
is soft-power, anything plugged into the ADB *could* be causing
improper signals to be sent to the power supply.

Also, if you plug a digital clock into the same power strip where
your IIcx is plugged in... This would give you an indication if there
are short power outs while you're gone... The clock display will be
flashing.
