There would be a couple ways to do it. First way would be to find a local provider or a pal with a spare phone line and a *nix box you could dial directly into. There's almost a 0% chance of finding a local provider that does it, unless there's a university with some old equipment stuck in a closet they allow the public to use. Probably the only realistic way you're going to do it is to set up your own *nix box (Linux, FreeBSD etc) on a spare PC or Mac, set it up to allow serial port access, and use a terminal emulator on the Apple II to access the command line of the *nix box. From there, you could use lynx, pine, and the like to access the Internet. I'm blanking on it, but I think the Apple IIe is limited to 40 column text which would be pretty limiting, but serviceable. It may be the model that was switchable between 40 and 80, it's been too long since I've played with anything but a IIgs.
