Reasons for few or no USB to LocalTalk adapters:
Small market
LocalTalk is more work to code, both on the adapter and on the computer.
The computer's software would have to deal with AppleTalk on
both the Ethernet and LocalTalk.
LocalTalk hardware is more complicated than a simple serial adapter. You
would probably need enough computing power in the adapter to
transfer a several LT packets. Not that hard but it does mean you
couldn't use an existing USB to serial adapter.
Ethernet to LocalTalk devices already exist and are more useful.
