You can download and install Open Transport (includes TCP/IP control panel)
on System 7.1 (most 7.5.x add-ons work great in 7.1). I forget exactly where
I got my copy, but the Apple FTP site offers it at

ftp://ftp.apple.com/Apple_Support_Area/Apple_Software_Updates/English-North_American/Macintosh/Networking-Communications/Open_Transport/

If English-North_American isn't your language, replace it with whatever you
need.
There are full installers for several versions of Open Transport here that
will operate just fine in System 7.1.
