Is the System folder 'blessed"? With this drive connected to your SCSI chain, boot from another device and then look at the system folder on the Seagate. If it is 'blessed' (designated as the boot system) it will have a Mac 'face' on it. If it isn't blessed it will just look like a plain folder. To bless it, open the folder, double click on the system file, close the system file and then close the system folder. If you don't have an ID conflict or termination problem this should do the trick.
