It's not "weird", some people just have difficulty understanding it.

Yes, the drive manufactures know absolutely nothing about how to correctly
terminate their drives.

Each end of a SCSI chain needs to be terminated, although you can sometime get
by if you only have one external and one internal device, although this isn't
recommended.

You have a termination problem.  Apple did not design the IIci to only work
properly when a CD drive was connected.
