It doesn't.  I've spent hours trying to trace out why a IIvx WON'T start
up, and why a IIci insists on starting up on its own.  Power supply
changes don't seem to affect either one.  Cause is likely one of the
electrolytics on the mobo.  I've been away from IC circuitry too long to
figure out why the above happens.

When we're down to the very last IIci motherboard, someone will likely
figure it out.
