OS 9 required 32M of real RAM (and turned on VM if you only had 32M). Either of the OS 8s should be lower than that.

Are the disks generic OS install disks (white label). If they aren't, if they list specific machines (the 7100 is too old to have a OS 8.x specific install CD) then that's your problem.
