I ended up purchasing a fuel system restoration kit made by POR-15. http://www.por15.com/s.nl/sc.2/category.180/.f I haven't had time to work on the bug in the past few years, so the tank is still sitting there with cobwebs in it. At the time of my research, however, I recall reading very positive feedback of this product. This was consistent with my experience with their rust-preventative paint, which I used on the pan.
