I've always had good success with draining and removing the tank.  Then 
putting a long length of chain inside the tank along with an amble dose of 
hot soapy water.  Tether the chain to the neck so it won't fall inside and 
don't miss a beat shaking it to 2 Led Zeppelin tunes of your choise in a 
row.  Your arms will ache and you'll need to flush the tank several times 
after that.  Use a long wand hooked to your compressor and weasel it around 
inside as well.  The main think is to brake loose the crusties.  After that, 
the fuel seems to have an anti-corrosion effect as long as you keep your 
tank filled and don't let it sit for long periods of time partially filled. 
The only reason I've found for sealing a tank is if you can't get another 
one or clean the one you have.  Of course if you're trying to keep something 
all original regardless of cost, then go for it.

If done this on all of my VWs and it's worked great.  I remember Li'l Red 
puking a big stick out of the tank that someone put in him years ago.  I can 
still see it floating out of the filler neck while I drained the water out.
