Bert,

There is a screw in the middle of the regulator cover that is usually under 
some sealing putty. Scrape away the putty and unscrew. Nothing mysterious other 
than needing some pretty sophisticated generator/regulator testing gear to test 
and adjust as described to some detail in most serious repair manuals. I would 
definitely check and verify the generator output before ever attempting to 
adjust the regulator. 

The regulator is actually 3 parts: a) cut-out relay, b) voltage and c) current 
relay. A Yahoo/Google search [voltage regulator, vintage voltage regulator, 2 
brush generator, vintage automobile charging system] etc will find lots of 
sites on-line that deal more with 1950-60's vintage cars and tractors that have 
plenty of great reading on how all three relays interplay with each other and 
their specific functions. 

If you are real handy you may actually learn how to adjust one. Me, I just find 
them at swap meets for $10 or less and they last 10-15 years.  I always keep a 
spare in the car as no parts shop out on the back roads has a regulator for our 
cars. 

About every 5 years or so I air blow mine clean. I use 600 grit wet sand paper 
and rubbing alcohol to just lightly clean the contacts. A strip cut from brown 
paper grocery bag is good for final polishing the contact points.
