A year or so ago, I spied a Herbie bug here in town and it turns out, I know 
who the guy is.  After speaking with him a couple of times about maintenance, 
he had me come over and take a look.  Here's the problem and I'm not quite sure 
what to do about it.

First off, the engine is a Type 1 1500 or 1600cc single port.  Engine was 
running fine the first 100 miles or so they drove it.  History of the engine 
unknown.  I adjusted the valves and notice absolutely no oil on the rockers or 
shafts on the #1 and #2 side.  Not even residue.  I fully expected cobwebs to 
be visible.  The rocker shaft was even surface rusted.  Changed oil and though 
thin, didn't smell gassy.  Gapped new plugs and installed them.  Installed new 
points and condensor.  Mechanical advance dizzy set at 28 degrees advance (was 
around 50 before).

So with everything that constitutes a tune up, the thing is hard to start.  I 
pulled off the air filter and noticed fuel bubbling up and over out of the bowl 
vent and into the careburetor.  I removed the top of the H30/31 carb and the 
fuel level was appropriate - nothing higher than one would expect.

The ends of the manifold are snug in the head and all vacuum leaks have been 
ruled out.  I've NEVER seen fuel coming out of the bowl vent before.  Is this 
simply a bad float needle issue?

Thanks for your help and the car still runs like crap.  I suspect a couple of 
dead cylinders but going over in a half hour to do a compression check to rule 
out any other issues.
