I would pull the pushrods on that side and check them for clogs. If they 
are clear, the lifters or rockers must be clogged. With the pushrods 
out, run the motor with the plugs out for a bit - oil ought to be coming 
out of all four pushrod tubes. Don't go over an idle, oil pressure will 
be low with the restriction of the rockers removed  There might have 
been something stuck between the lifter and the end of the pushrod that 
will get flushed out when you run the motor. On all four seems a 
stretch, though.

Another thought - were the cam bearings replaced? There's a groove 
around the middle bearing that connects the oil gallery on the left side 
of the case to the gallery for the right lifters. Is it possible that 
got sealer in it? That would starve the whole right side of the motor 
for oil.

The only reason I can think of for fuel overflowing out of the vent tube 
is that the needle valve is not sealing. Try blowing into the fuel inlet 
while pressing the needle lightly into the seat.

Has the carb been gone over? Could be a clog somewhere in there. I can't 
see how a clog would cause fuel to bubble out of the float bowl, though.
