Sometimes I'm just not very smart.

Thanks to Bill May's incredible parts archive, I acquired the back-seat
hold-down strap needed for my stock 1970 model beetle.  (Thanks, Bill!)
It'll look like new with a little cosmetic work, but it's beautiful in
itself.  (The '70 was the last model without the swing-up parcel shelf.)

Sadly, I can't figure out how it's used!  Does anybody have a photo or a
diagram of a 1970 fold-down rear seatback showing where and how the center
retaining strap is attached and threaded?  I note that the metal clamping
strip across the top of the seatback has a small slot in it; and the gray
pebbled-vinyl rear of the seatback has a metal-grommeted slot near the
bottom (that is, rear, when it's folded over), but for the life of me I
can't figure how the thing is attached or anchored.  And I see how the
buckles "nest" together.  I suspect I must be missing some part.  None of
the available catalogs seem to show it in their parts diagrams.

Any help, guys?
