I think I may have found the problem. On inspection it looked like the
center shaft of the lock cylinder was slightly deformed/bent so that when
the key was turned to the right the shaft was not turning the electrical
switch far enough clockwise. In other words, the lock cylinder shaft
appeared to be deformed a little counter clockwise. I gently bent it back
clock wise and reassembled and it seems to work.

I wouldn't have thought that shaft could have taken a permanent set from
turning the key!

I'm going to reassemble and try it again.
