So are you saying that without the actual app, just having the setting turned on in iCloud will not let you find the phone if it is lost?

As long as you have turned on the find my iPhone feature in settings this will work if your iPhone should ever go missing. The phone should let you update it without iTunes since you are on wifi. It may restart after the update. If you don't have iCloud set up, it may ask you to do that; I would do that so that your phone will back up to the cloud.
