Ah, I found this, but I think I didn’t understand your question until now.

But I think what you are asking is not to have to do either when you unlock the phone but to be able to use touch ID in the app store and other places. I would think this would go against apple’s policy of making sure your iPhone is secure and that no person could open it. Thus, you either leave it unprotected, or you have to do one or the other when you unlock the screen. Of course, you can set the time the screen locks to the longest time or to not lock at all, but then you have to be very attentive to locking your phone when it is not in use. I believe if I want to turn on Touch ID, iOS requires me to also have a passcode as a backup mechanism. What I really want to use Touch ID for is when getting new apps to be able to put my finger on the home button and not have to type in my Apple ID password. What I don't want to have to do is to type in my passcode or provide my fingerprint whenever my screen locks and I want to start it again. So far, I've been unable to figure out a setting that will let me use my Touch ID fingerprint to get apps without also having to provide either my Touch ID fingerprint or passcode when my phone locks.
