The only sluggishness I've found on my iPhone 5 is when returning to the Home Screen. Sometimes, there's a delay of a few seconds before things work again. Safari also freezes up from time to time, but for me, that's nothing new in iOS8. Please refer to www.applevis.com for the current bug list (sorry I don't have the exact link handy). Talking only about sluggishness, though, I can't see a reason not to upgrade. App launching, content scrolling, all that is about the same. From time to time there's a delay as I swipe right through a list, but that's not often and I'm not even sure it's new to iOS8.
