As usual, the issue isn't as simple as some people make it out to be. As you point out, the mobile carriers have voluntarily agreed to unlock customer's phones for free assuming they have met their contractual obligations and are customers in good standing. The locking of cell phones to a carrier goes back to a day when Americans were used to getting feature phones for next to nothing and carriers offered heavily subsidized smart phones under contract. These subsidies made sense for the carrier since the customer was under contract for usually two years purchasing data and other services from the carrier. Obviously, carriers aren't charities, and they did this to their advantage and to ensure a profit, but that's no different than any other corporation in a capitalistic society. This does not make it a racket. Corporations have right to making a profit for the services they provide just as customers have rights.

Remember that in 2013, it became illegal, under the DMCA for someone to
unlock their smart phone through a 3rd party. It was still legal to do
this through your carrier though. In 2014 the US administration reversed
this and made it legal for individuals to unlock their own devices. The
Consumer Code for Wireless Service is a voluntary agreement that all of
the major and most other carriers in the US have implemented on
unlocking customers smart phones. I'm not sure if this helps at all, or
if it's just an interesting bit of history at this point.

How did you unlock your iPhone?  Did you go through AT&T or whatever carrier 
you have,  or did you use a third party unlocking service?  I need to unlock a 
phone before I go overseas, because I can't afford international roaming.  I prefer 
to buy and use a local sim card with a local number overseas.
