Hi,

A year ago, I tried unsuccessfully to get AT&T to unlock my iPhone 3GS so I 
could sell it. This was a replacement phone I got a few weeks before I switched 
to a 4S, and I was told that it had never been properly registered on the 
network, so I would have to activate it and use it for a while before I could 
unlock it. This would have been a lot of trouble, so I gave up. I tried again 
this summer, however, and had no problem at all. I got an email within a few 
minutes of entering the phone's info on the AT&T site telling mme to restore my 
phone. I did, and iTunes said it was unlocked. So at least on AT&T, it seems to 
have gotten a lot easier to unlock an old phone.
