It's all a big racket by the mobile providers to  make us pay money for 
something we ought to be able to do for free.

Remember that in 2013, it became illegal, under the DMCA for someone to 
unlock their smart phone through a 3rd party. It was still legal to do 
this through your carrier though. In 2014 the US administration reversed 
this and made it legal for individuals to unlock their own devices. The 
Consumer Code for Wireless Service is a voluntary agreement that all of 
the major and most other carriers in the US have implemented on 
unlocking customers smart phones. I'm not sure if this helps at all, or 
if it's just an interesting bit of history at this point.
