When you plug the drive into a PC it acts like any USB drive, you can
open it in Windows Explorer, see all the folders and just copy and paste
files to these folders. However, when you plug the drive into an iOS
device it requires an app which is basically a file browser which also
has the ability to view photos, documentsof those file types it supports
and play music and video files, but this will all have to be done inside
said app since Apple's sandbox approach does not allow these files to be
available to, for example, the music app.

There may be some confusion here. If they can only be used in the app you
are using when you store files on them, how then, can they transfer
information either to or from your desktop or laptop computer?

In my case, It sure is tempting! It would make it a lot easier to
transfer content to my ios device instead of trying to deal with using
file sharing with itunes 12.3.

They are special USB drives which usually have a regular USB plug on one
end so you can plug it into a computer and on the other side they have a
Lightning connector to plug into your iPhone.
You can put anything you want on them, music, movies, pictures, documents
etc. The issue is that for the most part you are limited to using this
data inside whatever app you have to install to access the drive, e.g. if
you put a bunch of songs onto one of these USB drives, it is not
accessible by the music app.
Think of it like the Dropbox app except that instead of having the files
in the cloud they are on a little USB drive connected to your phone.
Personally I don't find any use for them, they are quite expensive
compared to a regular USB drive of the same capacity and you are better
off spending that money and get the largest iPhone you can next time you
buy a new one.
