Hello,, Say hold in the home button, until it beeps. Then say: "Turn voice over off." She will say OK, I turned voice over off. Now, do the same, but say: "Turn voice over on." And speech will reappear. If not, its an IOS8.3 bug, but speech appears here, after doing this.
