I just tested this on my work number where I have to dial in a code to check my 
voice mail remotely.
The semicolon does nothing.
I've only ever had luck using commas to put in pauses and having to experiment 
to see how many pauses I needed to delay the number entry until the system is 
ready for the next set of numbers.
VoiceOver doesn't use the labels referred to in that article.  
To get to the extra punctuation, you hit the shift key which is in the lower 
left corner of the keypad when editing or adding a number in contacts.
After you press shift, pause, is the comma, which is in the spot the 4 wold be 
and semicolon is in the spot wehre the 6 would be.  The Star is where the 7 
would be and the pound is where the 9 would be and the plus is where the 0 
would be.
After each comma or whatever you enter, you have to hit shift again to add 
another, and so on.

I haven't done this in a while, and I'm not sure how to test it at the 
moment, but there should be a button in the lower left corner of the 
screen that will end the wait and dial the remaining numbers. Here's a
