As was suggested, try to see if Settings > General > Reset > Reset Network Settings helps. Make sure you close all apps first in the app switcher, then do the Reset Network Settings. This process involves a reboot of your phone and if you are connected to a WiFi you will have to reconnect to it after the phone reboots. This includes having to enter any password you may have to secure your WiFi.

I tried holding the power button and home button it stays for a while very clear for a day or half a day or sometimes Two days even, but, studders again. I tried unmuting for a minute and then put the speech on again, still it is the same. Is it my phone’s fault or the updates, when I was using IOS 8 I had no problem at all, I feel badly for updating. I thought 9.2 will be fine, I in fact waited for an update thinking voice over will be fixed, but it isn’t. Please let me know what you all think about this, and give me please some solution.
