I would also suggest you update to 9.2 since it is available and it may just fix the issue. Of course if you choose to restore via iTunes it will update to the latest version anyways.

I find that on my 4S, the downloading and installing of updates to my apps is quite processor intensive, so I'd get VoiceOver stuttering when this was happening, and this went back to IOS 8. To fix this, I just install apps manually and do it when I won't be using the phone very heavily so I can just set it down and not worry about VoiceOver stuttering. I also saw this with the IOS 9.2 betas even when I wasn't downloading and installing apps. It corrected itself over time, as I did a few cycles of clearing out the App Switcher and powering off the phone.
