Because it takes enough people to complain and figuring out the process is very 
time consuming. I'm hoping that I can find some time to figure out how the FCC 
dealt with Verizon and maybe that would give me what I need to launch a 
campaign against AT&T. I agree that data is data and charging for tethering or 
using Face Time is asinine.
I don't mind paying for a service and especially if the provider is really 
pumping money into upgrades and improvement of service. I do not believe all 
these complicated plans are designed to further the improvement of service. :)
