I haven’t updated yet to try the four finger swipe but I heard this is also available to non voice Over users. I can’t find that anywhere on the internet. I know lots of people who would love this feature on their iPhone who does not use voice over. I’d be surprised to know that voice Over users have a new cool feature that the mainstream does not have.
