I've not had any issues with doing that with 9.3. Maybe try moving the app 
slowly.
One sure fired method, though tedious, is to move an app out of the dock on a 
page where you have room, then slide an app into the dock, flick to the screen 
where you want it, and slide it up out of the dock.
repeating as necessary.
