Are you downloading Alex as default dialect or as an additional US English voice? If you are downloading as additional US English voice you would of course have to turn the rotor to languages and flick up or down to select. If you want him available as a default voice, make sure you are in default dialect, then in order to change you would have to go in there each time and tap the voice you want. If you want Alex as an optional voice you can select without doing what I described above, tap on Add new Language, select US English and then download Alex there. As soon as you add another language, "Language" will become available as a rotor option. It typically is located last so if you are on characters and turn th rotor counter clockwise you should get there right away. Once the rotor is set to Language, flick up or down to select the available options.

Alex has had time to download, as I confirmed he was downloaded, and then deleted and downloaded him again. But it's not just him. I can't seem to use anyone else, either. A hard reset is when you hold down home and lock simultaneously for goodness knows how long and then release and hope for the best, right?
