Jennifer,
I figured out how to send a message with shooting stars. Once you bring up the effects screen, double tap on the screen button right next to the bubble button. If you swipe left, VO will say, "send with balloons". Keep swiping left, and VO will announce a close button. Swiping left one more time will bring up a picker list with 5 items in it. I flicked up with one finger until I found shooting star which is the last item in the list. Then, I double tapped send with shooting stars.
