The best option is to go to MVNO News and view the best plans for AT&T
and T-Mobile.  The two have the same coverage if he has a phone that
supports band 12.  If not, AT&T has more coverage, but T-Mobile is
available in most metro areas.  Check coverage maps for both.  some
MVNO plans offer international calls as part of the base price.  I use
an MVNO offering and pay $16 a month including the extreme Chicago
taxes.  The cheapest T-Mobile offering from the company directly is
only available on the company's website.
