I've never heard of this one. I do not believe it is a bug.
It could be something got corrupted in the update, or something got labeled 
incorrectly, who knows.
First, try rebooting by holding down the home and power buttons together for 
about 6 or 8 seconds and let it reboot which can take a few minutes.
If it is still misbehaving like that, call Apple Accessibility. They can now do 
a share your screen thing so they can see your screen. They cannot access your 
phone, just see what is happening.
If you have access to an Apple store, you may want to take it in after making 
an appointment.
