While you did not have to pay taxes on the phone, often the contracts
are more expensive than buying the phone and then using a prepaid MVNO
plan.  Also, some carriers are less expensive than others so for many
people they can easily manage the slightly smaller footprint of
T--Mobile or Sprint.
