OK fixed it. Not sure how but I don't think my screen was locked but now it is and it works.

It wakes up your phone and speaks the notification. Try turning speak notifications in lock screen off and see if that resolves it. This function will only work once the screen is locked. Since you have nothing in your favorites. It may be a good idea to go to settings, notifications, then find do not disturb. Click on it, once in here find where it says, allow calls from favorites, doubletap on it, go in here & set it to no calls. Also as Wayne suggested, make sure that schedule is not enabled.
