You know I am inclined to agree because I just did a little testing here and 
found that DN behaved as advertised and I got no audible notification in the 
lock screen. In fact I would suspect when DN is activated (whether manually or 
via schedule) you should not have any visual or audible alert since DN means 
exactly that. So, perhaps rebooting and see what happens is the solution.
I do recall trying this and I did get an alert in the lock screen which leads 
to believe me that the problem is not a VO problem, but a problem perhaps with 
DN. DN seems to do more than just silence the ringer and other sounds because 
if you call you are shunted to voicemail immediately. So, if something does not 
happen as it should it could have some odd results.
