When we bought new phones at the T Mobile store recently, they used a
utility called Copy Data to copy material from our old phones to our new
phones.

up my old one to iCloud and restore from that backup. As far as I know, they
don't have software for transferring between phones. iOS 11 has a feature to
import settings from one phone to another, but I don't think that includes
apps, music, and other app data. When Jonathan Mosen demonstrated the
feature, I'm pretty sure that after initial set-up, it restored from an
iCloud backup. If someone who has done this could comment, though, it would
be great.
You are right that neither iCloud nor iTunes backups include music. If your
music is on your computer, you're expected to sync with iTunes and get the
music that way. If you use iTunes Match or Apple Music, you can download it
from your iCloud music library. I did restore once from iCloud and have
music copied automatically, but usually this has not been the case.
