When I bought my iPhone 7 last year, I had the same experience as Woody. I was asked if I had performed an ICloud backup or if I wanted to do one in the store. Music is not backed up in iCloud and someone will have to do an iTunes sync with their computer for the music to get on a new iPhone. I do not buy at a carrier because the iPhones at the carriers may not support all the antenna frequencies from the other carriers.
