Go to settings find general and find accessability go to voice over it will
be on, tap than go to the language roter the first item inside language
roter should be US English it should be there.

If it says turn compact voice off, double tap it so it says turn compact
voice on. Turn compact voice off means you are using the compact voice, but
the premium voice is on your iDevice.
