Hmm, something I think I'll report to Apple Accessibility. Anyways, I think toggling off Voiceover sounds easier to me than having to go into Settings and disalbe digital crown navigation. After I toggled off Voiceover I was able to turn the digital crown to disable water lock and then a triple press of the digital crown brought Voiceover back.

Just select pool swim within the workout app, set the pool length tap the start button and you are off! Selecting pool swim automatically engages the water lock feature so you will need to rotate the digital crown once you have finished your swim to enable normal functionality.
